Woman Arrested on Drug Charges After Being Found Unresponsive in Hayesville Parking Lot

On April 15, 2025, at 2:04 AM, Clay County K-9 Officer Cory Scroggs discovered a black Lexus stationary in the parking lot of the Hotspot Store in Hayesville, with a woman slumped back in the driver’s seat. After knocking on the window, Officer Scroggs woke the woman, identified as Shannon Nicole Silvey, 45, of Young Harris, Georgia.


According to authorities, Silvey appeared disoriented and struggled to follow instructions to roll down her window, eventually opening the driver’s door instead. Clay County Officer Aly Daniel arrived to assist. Silvey consented to a search of her vehicle, and as she exited the car, Officer Scroggs observed a glass pipe on the seat, consistent with those used for consuming illegal drugs.


A search of Silvey’s pocketbook revealed a black pouch containing two clear baggies with 11.7 grams of a white substance that field-tested positive for methamphetamine, a Schedule II controlled substance. Additionally, a yellow container holding 17 green pills, identified as 2mg Alprazolam, a Schedule IV controlled substance, was found.


Due to Silvey’s impaired state, Clay County EMS was called to evaluate her condition. After being cleared by EMS, Silvey was arrested and charged with felony possession of methamphetamine, felony maintaining a place or vehicle for drugs, possession of Alprazolam, and possession of drug paraphernalia. She was transported to the Clay County Detention Center and held under a $20,000 secured bond.


All suspects are innocent until proven guilty in a court of law.
